No process can offer a panacea for ethnic conflict, but there are times at which a legal process could work to defuse violence, asserts Supreme Court lawyer Devvrat.
The hoax call has been traced to Firozabad in Uttar Pradesh, another officer said.

"Four terrorists were killed in the retaliatory firing and the suicide attack was foiled," an official said.
The fatality rate is down to 3.1 per cent and the recovery rate has improved to 37.5 per cent, he said.
